4-year periods (2017–2021 and 2021–2025), extract every patch of ground that
turned from field to hard surface, and cross-reference it against a complete
building-footprint inventory. The result is a development map that doesn't
depend on anyone's model, survey, or opinion — it's observed from orbit.
